All nonessential federal government services have been shut down, as the Senate and the House of Representatives were unable to reconcile their respective spending resolutions. The Senate rejected the final House offer which would have delayed part of the P.P.A.C.A. for one year in exchange for continued spending authority.
All “essential” government services, such as air traffic control, food inspection, military operations, and law enforcement will continue. Additionally, self-funding services such as mail delivery will also continue. This shutdown only applies to “discretionary” spending which has to be reauthorized by congress each year. Social security, Medicare, and other such “mandatory” programs will continue to operate as usual.
The shutdown will result in national parks and museums closing. Roughly 800,000 of the 2.1 million federal employees will be sent home without pay. Depending upon the final spending resolution that passes congress, these furloughed employees may or may not receive retroactive payment for the time of the shutdown.
